4月17日，国新办就“十五五”时期推动经济社会高质量发展有关情况举行新闻发布会。国家发展改革委产业发展司司长傅久岭表示，“十五五”是夯实基础、全面发力的关键时期，建设现代化产业体系事关经济社会发展全局，被放在了重点任务的首位。

傅久岭表示，现代化产业体系不是若干产业门类的简单拼盘，而是一个内部有机联系、功能互补的完整系统，必须处理好产业之间、区域之间、大中小企业之间、上下游环节之间的关系，从供需两端、主体培育、要素支撑等各方面同向发力，推动高水平适配平衡。这里面，很重要的一点要深化先进制造业和现代服务业融合发展，没有专业化、高端化的生产性服务业，制造业的水平也难以跃升。

“构建以先进制造业为骨干的现代化产业体系，是重中之重的任务。”傅久岭说道，下一步将重点推动制造业高端化、智能化、绿色化发展。高端化方面，单看制造业的规模我们是世界第一，但还存在一些结构性问题，比如品牌影响力不够、全要素生产率不高等。智能化方面，我们要把握和利用好人工智能的机遇，为产业赋能。同时，智能化的目的是提升效率，不是简单替代劳动者，要找准政策平衡点。绿色化方面，碳达峰碳中和是中国政府的庄严承诺，也是产业升级的主动选择。当然，要实现这个目标需要付出艰苦的努力。

记者从发布会上获悉，当前，各方面正围绕细化落实“十五五”规划纲要的重点领域任务，正在加紧编制一批国家级专项规划。其中，聚焦到2035年基本实现社会主义现代化目标，编制新型工业化、数字中国、农业农村现代化、美丽中国等领域的规划；适应“十五五”发展的阶段性特征，编制未来产业、扩大消费、人口发展、新型能源体系等专项规划。

“预计今年上半年一批国家级专项规划将陆续出台，编制过程中各项规划将加强统筹协调，同时注重精简数量、提高质量，有效形成统一规划体系的合力。”国家发展改革委发展战略和规划司司长陈雷介绍。
